Failed to stop and communicate when we backed into each other at supermarket in Cranbourne. No obvious damage but concerned me that they just kept driving. Refused to stop when I waved at them and walked up to check all was okay. Concerned they were maybe unregistered or unlicensed. Or physically or mentally impaired to drive!
